The Digital India Land Records Modernization Programme (DILRMP) has been created by combining the two centrally sponsored programs for computerization of land records (CLR) and strengthening of revenue administration and updating of land records (SRA&ULR). This updated program aims to modernize the land records system in the nation. It was previously known as the National Land Records Modernization Programme (NLRMP). On August 21, 2008, the Cabinet gave the DILRMP its approval.
The programme has been rolled out with a technical workshop conducted on 24th – 25th September, 2008 in New Delhi which was attended by the officers from the Revenue and Registration Department of the States.
The ultimate goal of the NLRMP is to usher in the conclusive titling system with title guarantee, to replace the current presumptive title system in the country.
Physical and Financial Progress made under DILRMP :-
Establishment of Sub-Divisional Data Centers: Of the Rs. 32.25 lakh that the Indian government gave, Rs. 31.85 lakh has been used to establish 32 Sub-divisional Data Centers throughout the State, located in 30 Civil Subdivisions and 2 Sadar Subdivisions.
Establishment of the NLRMP Cell: Of the Rs. 147.05 lakh that the Indian government released, Rs. 103.79299 lakh have been used up to this point for the purchase of Modern Survey equipment, books for the library, training materials, consumables, infrastructure upgrades, management overheads, trainee boarding and lodging, etc. in order to establish the NLRMP Cell at the Assam Survey & Settlement Training Centre, Dakhingaon, Guwahati.
Setting up of Modern Record Room:Out of Rs.1415.625 lakh released by Govt. of India, an amount of Rs.1400.00 lakh has been sanctioned for setting up of 56 nos. of Modern Record in the first phase in selected Circle offices across the State and Rs.1093.81703 lakh has been utilized till date.

A computerized gateway for land records called Bhulekh – All Land Record was introduced. The State Government’s Revenue Council. Prior to the launch of Bhulekh – All Land Record, all land record-related chores, including Jamabandi and the Khatauni system, were recorded manually on paper.

Interconnectivity between Revenue offices: Of the Rs. 540.75 lakh made available by the Government of India’s Revenue and D.M. Department, Rs. 540.75 lakh has been approved for the interconnection of 143 Revenue offices throughout the State via BSNL, and an additional Rs. 405.48709 lakh has been made available as a down payment to the implementing authority, BSNL, in order to get the work started sooner.
